Reservation by the Republic of Azerbaijan under Article 7, paragraph 2, of the UN
Convention against Cybercrime
In accordance with Article 7, paragraph 2, of the Convention, the Republic of Azerbaijan
declares that criminal liability shall arise only where the acts set forth in Article
7 are committed by infringing security measures with the purpose of obtaining electronic
data, or other dishonest or criminal intent.
Reservation by the Republic of Azerbaijan under Article 9, paragraph 2, of the UN
Convention against Cybercrime
In accordance with Article 9, paragraph 2, of the Convention, the Republic of Azerbaijan
declares that criminal liability shall arise only where the conduct described in Article
9, paragraph 1, of the Convention result in serious harm.
Reservation by the Republic of Azerbaijan under Article 11, paragraph 3, of the UN

Cybercrime
With respect to Article 11, paragraph 3, of the Convention, the Republic of Azerbaijan
declares that the acts referred to in Article 11, paragraph 1, except the sale, distribution
or otherwise making available of the items referred to in paragraph 1 (a) (ii) of
the article, if considered minor and not deemed socially dangerous, shall be treated
not as criminal offences but as punishable legal violations, and that criminal liability
shall arise only where such acts result in serious harm.
Reservation by the Republic of Azerbaijan under Article 63, paragraph 3, of the UN
Convention against Cybercrime
In accordance with Article 63, paragraph 3, of the Convention, the Republic of Azerbaijan
declares that it does not consider itself bound by paragraph 2 of Article 63 of the
Convention.

Declaration by the Republic of Azerbaijan under Article 37, paragraph 6 (a)
In accordance with Article 37, paragraph 6 (a), of the Convention, the Republic of
Azerbaijan will take this Convention as the legal basis for cooperation in extradition
with other States Parties.

(1) The State of Qatar does not consider itself bound by the provisions of Articles
(16), (15), and (14) of the Convention, as they contradict the provisions of Islamic
Sharia, national legislation, and the social and cultural values of the State of Qatar.
(2) The State of Qatar does not consider itself bound by paragraph (2) of Article
(63) of the Convention regarding recourse to the International Court of Justice.

Reservation:
The Socialist Republic of Viet Nam does not consider itself bound by the provisions
of Article 63, paragraph 2 of this Convention.
Declarations:
1. The Socialist Republic of Viet Nam declares that the provisions of the United Nations
Convention against Cybercrime are non-self-executing. The implementation of provisions
of this Convention shall be in accordance with constitutional principles and substantive
law of the Socialist Republic of Viet Nam, on the basis of bilateral or multilateral
cooperative agreements with other States and the principle of reciprocity.
2. The Socialist Republic of Viet Nam declares that the liability of legal persons
under Article 18 of this Convention shall be implemented in accordance with its domestic
law, and that criminal liability of legal persons shall apply only within the scope
provided for in the Criminal Code of the Socialist Republic of Viet Nam, while legal
persons may be subjected to appropriate civil or administrative liability.
3. The Socialist Republic of Viet Nam declares that it shall consider this Convention
as the legal basis for extradition only in its relations with States Parties that
also consider this Convention as the legal basis for extradition.
